City of St. Johns Dashboard

Governor Rick Snyder delivered a special message on March 21, 2011 proposing the elimination of statutory revenue sharing and created a program called the Economic Vitality Incentive Program.  EVIP has been renamed by the State of Michigan and is now called City, Village, and Township Revenue Sharing (CVTRS).  The total funding for CVTRS is approximately two-thirds of what a community received under the former statutory revenue sharing.  Government Entities may receive funding as part of this new incentive system by providing transparency and information.  Below are statistics regarding fiscal stability, public safety, economic strength and quality of life for the community of St. Johns that are forwarded to the Michigan Department of Treasury.  The Citizen's Guide can be accessed at MICommunityFinancials.michigan.gov and browse for St Johns.  Also, the Projected Budget Report that includes the City's debt service requirements.

Local Development Finance Authority

The Local Development Financing Act, Public Act 281 of 1986, as amended, allows a city, village, or urban township to utilize tax increment financing to fund public infrastructure improvements. This tool is designed to promote economic growth and job creation. Communities across Michigan have utilized LDFA districts to extend sewer and water lines, to construct roads, and to service manufacturing, agricultural processing, and high technology operations.

The financing mechanism allows for the capture of the incremental growth of local property taxes over a period of time to fund public infrastructure improvements. By leveraging future tax increments, the LDFA is able to finance these public improvements, which can lead to new development opportunities within the community.
